UK Dissemination and Activation Consultant

The Development Engagement Lab (DEL) is seeking a project consultant to support the delivery of the DEL programme.


Introduction to Development Engagement Lab

The Development Engagement Lab (DEL, 2018-2023) investigates how and why citizens engage with global development issues. We collect survey data on public attitudes and behaviour in France, Germany, Great Britain, and the US. DEL is an international partner focussed research programme, convening and co-producing research and insights with over 30 international development NGOs and government ministries across the four countries. DEL is led by Professor Jennifer Hudson based at University College London and Professor David Hudson University of Birmingham and funded by the Bill & Melinda Gates Foundation.


The consultant will contribute to four key objectives:

  1. The dissemination and activation of audience insights
  2. Ensuring that the research agenda delivers actionable insights reflecting the priorities of the partners and wider sector
  3. Building deeper engagement with current partners and increase engagement with DEL research across the sector
  4. The continuous improvement of the strategy and operational plan of the UK DEL programme



In pursuit of the above objectives the consultant will be responsible for delivering the following activities:

  • Leading on UK Partner engagement for the DEL programme
    • Organising and facilitating Partner Meetings three times per year
    • Engaging with partners bilaterally, including inducting partner representatives, keeping in touch with their research needs, and supporting their integration of insights into strategies and delivery
    • Managing the email list for partners and coordinating programme updates
  • Supporting networks, coalitions and membership bodies to extend the reach of the programme and to encourage more development actors to utilise AAT/ DEL insights
    • Developing partnerships
    • Collaborating with partnerships to distribute and activate audience insights
  • Supporting development actors more widely to integrate and use audience insights
    • Working with the Research Team, partners and networks to ensure a steady flow of blogs and other content on
    • Working in collaboration to produce and distribute DEL outputs
  • Co-facilitating continuous improvement and strategy reviews
  • Collecting and providing evidence of changes in theory and practice of international development organisations’ communication practices
  • Other tasks which relate to the delivery of the DEL programme


All of this will include both direct delivery as well as collaboration and coordination with the Research Team and partners. The consultant will work with the Programme Directors to establish priorities and manage capacity across the contract.


Experience and skills required – Essential

  • Expert interpreter of audience research with a strong ability to identify actionable strategic and tactical insights
  • Experience using audience insights to inform communication and engagement strategies and practice, preferably in an international development organisation
  • Ability to communicate actionable insights verbally and in writing for diverse professional audiences
  • Experience of building and supporting partnerships with coalitions, networks and membership organisations in order to progress mutually agreed goals
  • Experienced facilitator encouraging participation from a diverse range of audiences and generating consensus amongst groups
  • Existing network of communications and engagement practitioners and leaders in the international development sector (or the ability to develop such a network)



  • Flat rate of £2000 per month (inclusive of any VAT, corporation and individual tax and expenses)
  • An average of 5 days per month support will be provided. Fewer days may be allocated to low-demand months (e.g. August and December) with remaining allocation to be redistributed to higher demand months
  • The contract term is for 2 years; can be renewed by mutual consent of the consultant and Programme Directors
